Monday was Tony Zeoli’s lucky day. It was late morning, and the Grand Rapids Community College student scored a parking spot just a short walk from campus. “In the winter, it gets pretty competitive,” Zeoli said. “Usually, honestly, I just go up a little ways there.” North of GRCC’s campus across I-196 in Grand Rapids’ Noble neighborhood, residents like Alan Vietzke lamented the lack of on-street parking spaces.
